Digital transformation in HR management is essential for operational efficiency and strategic decision-making, but cloud-based HR migration systems and AI integration face challenges of employee resistance and infrastructure limitations. This study aims to analyze the impact of these technologies on HR efficiency, data accuracy, and strategic decisions, with moderating factors of resistance and infrastructure readiness. This study uses a mixed method involving 200 quantitative respondents selected through stratified random sampling and 15 informants selected using purposive sampling, collected through surveys and in-depth interviews. Data analysis was carried out using multiple regression and thematic analysis. The results of the study show that cloud and AI technologies significantly improve operational efficiency, data accuracy, and decision-making. However, employee resistance and infrastructure readiness affect the success of implementation.
