This article focuses on analyzing cumulative demographic changes in the development of school and residential construction within the EAEU member states. The hypothesis proposed suggests the necessity of forming a strategy to balance the pace of school and housing construction. For entrepreneurs, this dynamic creates a market with defined demand for residential real estate and educational facilities. The study examines key trends in population size and structure, territorial dynamics, and the impact of these processes on the socio-economic development of the union. Based on the analysis, recommendations are proposed for public authorities and businesses to address growing infrastructure and social service demands. Particular attention is given to the achievement levels of Sustainable Development Goals 4 and 11, focusing on the provision of adequate housing and educational facilities. The research methods employed were designed to validate the proposed hypothesis.
