Large-scale projects are needed to meet some of the most important challenges of the present and the future, such as securing economic prosperity and dealing with climate change. However, they raise many political, social and legal questions that are expressed through protests and citizen participation. This chapter examines what forms of citizen participation exist in the case of Germany, what effects they have, and how a constitutionally and democratically satisfactory implementation of large-scale projects with citizen participation can be achieved.
