This chapter examines the role of Swiss local governments in intergovernmental relations as well as the role of the local government associations (LGAs). It combines different methodological approaches including a survey of all Swiss LGAs at the national and subnational level. The results show that the LGAs’ role lies in the representation of local interests while preserving municipal autonomy, but also in acting as a partner to the respective canton, that is the subnational level above the local government, in matters affecting municipalities. Differences between LGAs in different cantons occur concerning their political influence, as well as their organizational and financial resources. Success factors of LGAs in intergovernmental relations may be divided into different aspects, ranging from internal to external factors such as positioning of the LGA, communication towards superordinate government levels, internal factors at the LGA level and cooperation/networking within and between LGAs.

摘要
