This concluding chapter summarises the approach developed throughout the book for assessing and revitalising local democracy. Using Sweden as a case study, we demonstrate how local democratic systems can be analysed by tracing the tensions between formal institutions and political practices, diagnosing vulnerabilities in representation, participation, and legitimacy, and identifying pathways for reform. Swedish local democracy remains resilient, underpinned by strong traditions of self-government and citizen trust, yet faces mounting challenges, most notably from informal governance practices and growing tensions between the traditional assembly government model and practices of competitive democracy. While rooted in the Swedish context, the broader aim of the chapter is to offer a model for how local democracy can be systematically evaluated and strengthened elsewhere.
