Skills Policy Transfer in Light of Political Economy

Transferring skills policies is difficult. Success requires treating the transfer as a learning and not borrowing process. Effective learning requires appropriate dispositions and concepts that enable clear understanding of possibilities and constraints about the change of interest. The comparative political economy of labour, skills and qualifications has identified four dimensions of any skills system that must be engaged with for successful skills policy reform. These are: Failure to engage with these four dimensions will severely limit the capacity of any skills policy transfer initiative to achieve effective change.
