This chapter traces historical policy transfers and examines how recent vocational education reforms represent both a continuation and a break from traditional pathways of policy advice and imitation. Learning oriented policy transfers from Britain and other English-speaking countries to New Zealand is a longstanding trend. The so-called “New Zealand Experiment” in the 1980s and 1990s was a notable example, which became internationally renowned for its radical and trend-setting neo-liberal reforms. In the new millennium, the Clark Governments (2000-2008), inspired by British “Third Way” policies, implemented several policies, including the Modern Apprenticeship programme. Policy transfer has been less clear with the 2017-2023 Ardern Governments. However, Scandinavian policy ideas were drawn on in developing economic and labour market policies and also influenced the post-2017 Review of Vocational Education (RoVE).
