This handbook explores policy transfer in technical and vocational education and training (TVET) as a complex, context-sensitive learning process rather than simple policy borrowing. Bridging comparative, transnational, and global perspectives, it analyses how countries adopt, adapt, or resist external models in TVET, higher, and adult education. Drawing on political economy, governance, and institutional theory, the volume highlights how actors—from governments to international organisations—shape transfer mechanisms such as emulation, harmonisation, and coercion.
