This contribution addresses the pressing issue of the responsible artificial intelligence (RAI) gap between countries. To do this, the author uses the methodology of a qualitative analysis of scientific literature and the results of the 2024 country rankings by overall artificial intelligence (AI) development level and responsible AI development level. The evolution of AI indicates its increasing power and potential to perform an increasingly wide range of tasks, replacing humans. As AI grows in power, the problem of the RAI gap between countries becomes more acute. Perhaps, countries are thinking more about creating and improving their AI models first than about the AI responsibility. The results show that the world is currently at a turning point, the gap between countries in AI models may cause a new wave of global instability, since world leaders in the AI development do not always demonstrate a high level of the RAI. To prevent potential global instability, it is necessary to address the issues of the RAI gap between countries, such as differences in ethical and value approaches, regulatory approaches, the level of AI development and the availability of resources for its creation, geopolitical interests and competition, and the level of awareness and education in the field of AI. The work offers recommendations for a continuous and open dialogue between countries to strengthen international cooperation in the field of responsible AI.
