As a factor of virtual production, the digital economy plays an important role in cross-border e-commerce (CBEC) development. We quantify the impact by constructing a digital economy indicator. Spatial Durbin models were built and their spatial spillover effects were analyzed. Industrial belts are an important model for rapid development in China. It plays a nonlinear role in the regulation of the digital economy and CBEC. A two-threshold model was constructed for its validation. The conclusion is the digital economy has enhanced the CBEC and has spillover effects. The digital economy’s promotion to CBEC can only be strengthened if agglomeration reaches a certain range. When the degree of industrial agglomeration is too low or too high, it diminishes the influence of the digital economy on CBEC (Cross-Border E-Commerce).
