The Influence of IT Governance Frameworks on the Digital Strategy of Financial Organizations in Jamaica

Organizations worldwide leverage information technology governance (ITG) frameworks to align their technology strategies with business goals. This phenomenological qualitative study explores the influence of ITG frameworks—specifically COBIT 2019, ITIL, and ISO 38500—on the digital strategies of four Jamaican financial organizations. Studies on ITG within financial organizations in Jamaica is limited. This paper addresses this gap by investigating the adoption and evaluation of these frameworks among key players in the Jamaican financial sector. Themes identified include the implementation of ITG frameworks and the methods used to assess their effectiveness. Of the four institutions studied (N = 4), only two have integrated an ITG framework into their operations. The study recommends the adoption of COBIT 2019, ITIL, and ISO 38500 alongside capability metrics such as CMMI, SPICE, OPM3, and the COBIT Maturity Model to evaluate the maturity level. Embracing international ITG frameworks promotes greater alignment between IT initiatives and strategic goals.
