This paper presents survey findings from a critical review of the strategic plan for integrating informal settlements into the master plan of Durban City, South Africa. The rapid growth of informal settlements, driven by rural-to-urban migration in search of employment and better living conditions, has resulted in poor infrastructure, inadequate housing, and limited access to basic services, exposing residents to various socio-economic and environmental risks. This study investigates the challenges, evaluates current interventions, and proposes recommendations for the successful integration of informal settlements into the city’s master plan. Data was collected through surveys with employees from key municipal departments, including Human Settlement, Development Planning, and Public Works and Infrastructure. Additionally, a focus group discussion with informal settlement residents was conducted to incorporate their perspectives. A review of Durban’s strategic plan was also undertaken to identify policy gaps. Findings reveal that informal settlements continue to expand due to rapid urbanization, yet infrastructure, sanitation, and waste management remain insufficient. Key challenges include limited community involvement in urban planning, weak policy coordination among government agencies, financial constraints, and bureaucratic inefficiencies delaying implementation. To address these issues, the study recommends prioritizing infrastructure improvements, expediting the strategic plan’s execution, and promoting affordable housing. Strengthening policy coordination, formalizing land tenure, and fostering multi-sector collaboration are also essential. Additionally, adopting climate-resilient urban planning models will support long-term sustainability. These insights provide policymakers and urban planners with actionable strategies to create a more inclusive and sustainable city that improves the quality of life for all residents.
