The quantification, assessment, and comparison of competencies and innovation practices represent a significant and complex issue for various organizations. A crucial challenge is measuring the processes that affect an organization’s innovation capacity, enabling its optimized management. This paper aimed to analyze the corporate entrepreneurial competencies of municipal government employees and the established culture in a Municipal City Hall in Brazil. The research adopts a quantitative approach, being both analytical and descriptive. Statistical tests and analyses were conducted, considering a 95% confidence level: Chi-Square, Cronbach’s Alpha, ANOVA, t-Test, Cluster Analysis, Kendall’s Tau (τ), and correlation. Data analysis suggests the existence of a favorable environment for the development of innovative actions in the City Hall of Navegantes, in the State of Santa Catarina, Brazil, although corporate entrepreneurship has not yet been formally implemented in its internal environment. Two factors with potential to influence innovation were identified: Organizational Identification, with a positive effect, and Management Support, with a negative effect. The results indicate that the development of innovative potential in the administrative environment of the City Hall of Navegantes is intrinsically related to the institution’s own initiative.
