Expert Perspectives on Climate Change and Public Health in Port Cities: A Case Study of Mumbai

Port cities like Mumbai are particularly vulnerable to the escalating impacts of climate change, which include rising sea levels, more frequent cyclones, and intensified flooding. These environmental challenges exacerbate public health risks such as heat stress, air pollution, and the spread of waterborne diseases, especially in low-lying and densely populated urban areas. This study aims primarily to identify the most pressing issues related to climate change and its impact on public health by deriving criteria for dealing with climate change and examining expert evaluations from urban planners, public health professionals, and environmental scientists regarding the health-related impacts of climate change, in Mumbai, a major coastal city with critical socio-economic and environmental significance. Moreover, link the expert's assessments to their field of experience. Using an importance-performance analysis framework, this research assesses experts’ perspectives on key Climate Change indicators, revealing (1) Significant discrepancies between the perceived importance and actual performance of current climate adaptation strategies, with “Water recycling” emerging as the most pressing issue needing improvement. (2) Experts exhibited varied views on vulnerable regions, with urban planners highlighting infrastructure and spatial vulnerabilities in coastal or flood-prone areas. Public health professionals emphasized the need for enhanced disease prevention and heat stress mitigation across the city or within neighborhoods near the port. (3) The research underscores the importance of formulating integrated, interdisciplinary policies that prioritize climate resilience and public health within the urban planning processes of port cities. The study provides critical insights into how Mumbai and similarly situated port cities can better address the health risks posed by climate change. The findings are intended to guide policymakers in developing targeted strategies that bolster public health systems and infrastructure resilience, promoting sustainable urban development in a changing climate.
