This chapter reviews the history of international climate negotiations—what might be called “the good, the bad, and the ugly.” It explores the problem created by the fact that countries have different responsibilities for causing climate change, as well as different capabilities for contributing to its solution. It goes on to explain how these differences can now be quantified and what will be required to clinch the kind of international agreement needed if we are to prevent cataclysmic climate change before it is too late.
