Planning Tools and Adaptability to Climate Change: The Case Study of Four Cities in the Lazio Region

The worsening global scenario regarding energy supply has recently led to a growing interest in practices and strategies concerning climate adaptation, which are also applicable at the urban scale. In particular, this refers to government policies already incorporated into local planning tools, also driven by community and government guidelines, aimed at promoting equitable development for cities, increasingly based on the principles of environmental sustainability. Using comparative evaluation methods widely validated by scientific literature, this research aimed to investigate the state of urban planning tools in four provinces of Lazio (Frosinone, Latina, Rieti, Viterbo) to assess the degree of adherence between the adopted local planning and the potential integration of these tools with climate adaptation strategies. The contents of the various municipal programs were examined based on established criteria, pertaining to certain strategic profiles derived from scientific literature on the subject. Some of these criteria include adherence to common climate adaptation practices, monitoring of targets expected from the implementation of approved projects, and specific measures related to urban resilience. A consistent picture emerges with studies conducted on other Italian cities in similar fields, indicating a common willingness to adhere to the principles of cities adaptability to climate change. However, it also highlights the need to refine urban planning tools (and the most commonly used evaluation criteria), which can no longer disregard regional planning.
