Implementing an Electronic-Based Government System (EBGS) in Gorontalo faces various challenges that hinder the optimization of public services. This study identifies factors influencing implementation and develops appropriate strategies through SOAR (Strengths, Opportunities, Aspirations, Results) analysis. Research data was obtained using qualitative methods with a descriptive approach through observation, in-depth interviews, and documentation studies. Research informants consisted of 25 related parties from various government agencies. The results show that implementation is not optimal due to unclear communication, lack of resource support, uneven cheerful disposition, and an organizational structure that is not well coordinated. Then, from the SOAR analysis, several strengths include government commitment, transparent policies, and opportunities in the potential integration of services and information technology support. These aspirations include increasing efficiency and transparency of public services, and the desired outcome is operational efficiency to improve service quality. The proposed strategies are 12, including optimization of Standard Operating Procedures (SOP) and regulations, development of State Civil Apparatus competencies, implementation of business process maps, improving service quality with technology, data and information integration, central government support, inter-agency cooperation, technological innovation, development of technological infrastructure, and providing incentives and motivation for State Civil Apparatus. In conclusion, the strategies identified through SOAR analysis can be used to improve the quality of public services in Gorontalo City. This study contributes to developing and implementing more effective EBGS policies.
