This chapter outlines a comprehensive strategy for raising community awareness, building capacity, and enhancing stakeholder involvement in sustainable solid waste management (SWM) in Senegal. It proposes a phased communication and education approach, starting with awareness-raising through tailored outreach tools—face-to-face training, digital platforms, public campaigns, and collaborations with media and community organizations. Central to the strategy is a behavioral change model that guides citizens through stages of awareness, interest, trial, adoption, and maintenance. The communication efforts emphasize inclusivity and adaptability, ensuring messages reach diverse target audiences through both print and audiovisual media. To address operational inefficiencies, the chapter stresses the importance of structured capacity building across all levels of the SWM hierarchy, from collection staff to senior officers. A SONAGED ambassador model is introduced to share best practices and encourage replication in different regions. Short-term actions include developing training guidelines and capacity-building programs; mid-term goals involve public education campaigns and technical training; while long-term efforts focus on inclusive community participation through structured consultation workshops and collaborative decision-making. Additionally, the chapter introduces a Sustainable Waste Management Capacity Building Program, a Master's-level exchange initiative developed in partnership with Université Cheikh Anta Diop and German institutions. This program combines academic and practical training to equip students and professionals with cross-cultural, technical, and strategic skills in sustainable waste management. Overall, the proposed approach integrates communication, education, and technical training to build a robust and inclusive SWM system in Senegal, emphasizing stakeholder engagement, institutional collaboration, and long-term sustainability.
