Senegal’s municipal solid waste (MSW) management can be significantly improved through the coordinated implementation of multiple interlinked strategies. This study outlines a holistic framework that emphasizes simultaneous actions such as waste minimization at the source, material recovery, circular economy practices, digitalization, and the transition from dumpsites to sanitary landfills. Key priorities include source segregation, optimized collection and transport systems, decentralized and centralized treatment facilities, and the integration of Extended Producer Responsibility (EPR). Community engagement and awareness-raising are essential for strategy success and for achieving 100% collection efficiency. The phased implementation—beginning in Dakar and scaling nationally—allows for evaluation, adaptation, and replication across regions. Digital tools are proposed to enhance transparency, efficiency, and data management. Together, these strategies aim to reduce greenhouse gas emissions, increase job creation, promote recycling and energy recovery, and establish a more sustainable and resilient national waste management system.
