General Information on Waste Management Sector of Senegal

The Republic of Senegal, known as the ‘Gateway to Africa’, is located on the western tip of the African continent, covering an area of 196,772 km2. The country gained independence in 1960 and is divided into 14 regions with Dakar as its capital. As of 2019, Senegal has a population of 17.2 million inhabitants with a density of 87 persons per km2, where 47.2% live in urban areas. The country’s economy is primarily driven by agriculture (15.5%), industry (21.7%), and services (63.3%), with major revenue generated from fishing, tourism, and services. Geographically, Senegal is characterized by diverse climatic conditions ranging from desert areas in the north to tropical regions in the south, with two distinct seasons: a dry season (November–May) and a humid season (June–October). The terrain consists of three main structural divisions including the Cape Verde headland, southeastern massifs, and a central shallow landmass. To address growing waste management challenges, Senegal has implemented several policy initiatives. The National Waste Management Programme (PNGD) was launched in 2013 to achieve 75% accessibility to sanitation services and create revenue through recycling. In 2022, SONAGED (National Company for Integrated Waste Management) was established to promote inter-municipal cooperation and circular economy approaches, expected to create over 17,000 jobs and treat 2.5 million tons of waste annually. Additional programs include the Zero Waste Programme supporting waste-to-energy initiatives, PROMOGED focusing on integrated waste management governance, and the Priority Cleanliness Program (3P) which successfully addressed illegal dumping across 53 local authorities.
