This chapter introduces the purpose of the text. In an effort to understand how US higher education shifted from savior of democracy to facilitator of national failure, the tumultuous history of the relationship between higher education and national expectations is the focus of this work. The historical limits are 1958 to 2024, and they focus on the points at which higher education is all at once blamed for national failures, and asked to alleviate challenges.
