Method of Multicriterial Group Decision-Making in Emergency Transport Situations Based on Hesitant Fuzzy Sets

Decision-making in emergency situations is an urgent task and a subject of research interest. A feature of emergency response is timeliness, as well as the availability of uncertain information about emergencies. New tools are needed to model multi-criteria group decision-making in emergency situations using fuzzy sets. One of these tools is hesitant fuzzy sets (HFS), which model situations when people hesitate about a particular decision. It is necessary to quantify the fluctuations of the decision maker in fuzzy conditions and determine the weights of the criteria in the decision-making process. To do this, it is necessary to solve the following problems: determine the parameters of alternatives and reflect the hesitations of the decision maker; calculate the parameters of decision-making criteria with attributes of different dimensions; develop a method based on HFS for making emergency decisions in the event of an emergency under conditions of uncertainty and risk.
