Beijing Consensus and Proactive Industrial Policy Are Two Foundations of Russian Economic Growth

Russia is facing unprecedented political and economic pressure from the aging North American hegemon. The new center of power is increasingly shifting to Asia. Under the aegis of China, favorable conditions are developing there for the influx of capital and large-scale infrastructure projects. China promotes the values of equality, mutual benefit and consideration of national specifics, offering the world a real alternative to American expansion, which, through the IMF and the World Bank, steadily promotes North American interests even to the detriment of the economies of sovereign countries. In contrast to the infamous “Washington Consensus,” which mistakenly proclaimed the end of industrial policy, the course proposed by China is symbolically called the “Beijing Consensus”. This path, which has already proven its high efficiency, is today key to the long-term strengthening of the Russian economy. Thanks to the expanding influence of BRICS (the informal club of the “Beijing Consensus” countries) and the implementation of a proactive industrial policy, Russia can not only successfully overcome unprecedented sanctions pressure, but also defend its interests in the international arena. The new instrument of modernization of industrial policy proposed by the authors, based on an analysis of the key commodity and industry advantages of the Russian economy, can accelerate this process, creating a foundation for sustainable economic growth. The Beijing Consensus can be seen as an ecosystem for its member countries. These countries get the opportunity for mutually beneficial cooperation and joint development. Such an ecosystem can contribute to strengthening the Russian economy and protecting its interests in the international arena.
