A Fuzzy Assessment of the Resilience, Risks and Chances of an Oil and Gas Company (Using the Example of SOCAR)

The purpose of the work is to demonstrate new approaches to the analysis of resilience, risks and chances of a state–owned company. Methodology. The matrix aggregate computer (MAC) technology is used to analyze the resilience of the company. Two models are used to analyze the promising strategic direction of development: a) the R-lens in RI-ROE coordinates; b) the “wind rose” model. Risks and chances are measured quantitatively and qualitatively by the strategic traffic lane crossing the R-lens. Results. As a result of comparing the allocated SOCAR company with two other large oil and gas companies (GAZP.ME and BP) it turned out that SOCAR is winning against BP and GAZP.ME in terms of efficiency, but GAZP loses.ME on resilience. Accordingly, SOCAR’s immediate goal, as it seems, is to radically increase resilience without significant loss of efficiency. The main tools here are business margin growth and labor productivity growth. Conclusion. In-depth study of SOCAR’s resilience, risks and chances based on the 4 × 6 matrix model is possible only from within the company, with additional data beyond the perimeter of traditional annual reporting.
