Social Inclusion as Ukraine’s Shield in Wartime: Investigating Inclusion, Exclusion and Their Link to Resilience

This chapter describes how social inclusion contributes to building a resilient Ukraine, capable of adapting and thriving despite the adversities caused by Russia’s invasion. By analysing survey data from the Social Cohesion and Reconciliation Index (SCORE) gathered in 2021 and 2023, we found that, overall, levels of inclusion have stayed high since 2021. Comparing three forms of social exclusion—economic exclusion, exclusion from services and exclusion from own community—we found the latter is more related to factors of resilience. We also found that socially excluded groups were found to have significantly lower trust in state institutions. Through exploring the link between inclusion, exclusion and resilience, this study aims to inform NGOs, peacebuilding and development agencies and government bodies. The framework and methods we have used to understand social inclusion and resilience can be a useful toolkit to be applied in other contexts.
