Comparative Analysis of AI Adoption in Moroccan Higher Education

The emergence of digital technologies has transformed several sectors, with higher education being no exception. The COVID-19 pandemic accelerated this transition, requiring companies, ecosystems, and educational organizations to adopt digital solutions to ensure the continuity of their programs. In this context, Morocco, like many other countries, has initiated a national vision for digitalization called “Digital Morocco 2023” that aims to achieve a whole digital transformation in several domains—a revolutionary vision that emphasizes rapid adaptation of public services and economic structures to digital technologies. This transformation has gained significant momentum in higher education, particularly with the adoption of a pact for the acceleration of the transformation of the higher education ecosystem (Pact ESRI), including several digital programs and initiatives based on AI applications like “Al Khwarizmi” program. This article presents a comprehensive comparative study of the adoption of AI across several Moroccan universities, analyzing Morocco’s digital strategy by comparing it to other countries’ strategies and focusing on some higher education institutions and their AI adoptions. The comparison of these institutions is based on multiple axes, including national strategy, digital infrastructure, faculty training, and the impact on learning and skills development. This study aims to identify the challenges, opportunities, limitations, and future perspectives of AI use in higher education. This comparative analysis is also based on empirical data, case studies from several universities, and insights from UNESCO, Economic, Social, Environmental Council (CESE), and Morocco AI conference reports on AI in Morocco.
