XCOP: An Integrated Solution for Emergency Management During Incidents in Critical Infrastructures

Today critical infrastructures are densely connected through a growing number of IoT devices, this opens the way to the creation of Digital Twins, digital replica of physical infrastructures. Such cyber-physical systems have a growing vulnerability to incidents both caused by human and natural factors. For this reason, emergency management is an important service that Digital Twin should enable. This paper describes an Emergency Management System (EMS), called XCOP, focused on the management of incident detection, response and recovering. Monitoring and detection are managed by a Common Operational Picture (COP) interface, used by control room operators. These Response and recovering are supported by an AR application called OSIRIDE used by first responders (FR). The system uses real-time data to monitor each asset’s state, it is agnostic about the type of sources that can be placed in the environment, worn by FR or even on board of drones, to be resilient with respect the number and the type of devices damaged by the incident. COP interface allows to annotate the area by drawing 2D/3D objects directly on the map. OSIRIDE is a Mixed Reality application supporting navigation, wayfinding, and information retrieval to enhance orientation and situational awareness of the incident area. An intelligent virtual assistant, can help operators in information retrieval, through natural language dialogues. The sub systems interact through a common back-end allowing a bidirectional communication between control room and field, and to share information among FR teams. XCOP aims to accelerate preliminary inspection, seek and rescue and incident response activities.
