In light of the water scarcity issue and the urgent need to find a solution that tackles this issue, desalination projects are one of the alternatives that address such pressing necessity. Desalination projects in Egypt require huge amounts of funds and investment, and with the current situation of high inflation and economic depression, there is always a pressing need for collaboration between different sectors, private and public. Accordingly, the Egyptian government is implementing a strategy that encourages public–private partnerships (PPPs). The initiative recognizes the role that PPPs play in drawing large investments, stimulating innovation, and meeting the urgent demand for sustainable water solutions. It is well recognized that these partnerships offer economical and successful solutions for the development of infrastructure. Therefore, it is essential to evaluate many elements impacting the performance of this cooperation in desalination PPP projects. This paper proposes a comprehensive roadmap associated with PPP projects in Egypt in the field of desalination from similar neighboring countries aligned with Egypt's strategy. This will serve as a guideline for addressing Egypt's water scarcity challenges while optimizing the benefits of PPPs in this desalination, taking into consideration the associated costs with such projects. The study's outcome is a roadmap that provides strategic direction for PPP management and the best possible PPP project execution in desalination projects, ensuring sustainable and innovative projects.
