Implementing China's digital economy strategy and “Fourteenth Five-Year” plan has hastened community digital transformation, increasing demands for resilient governance. This paper establishes a community resilience evaluation system for the digital era, blending theory with practical needs. It reviews academic literature on community resilience (2008–2024) to extract key indicators, then uses grounded theory's coding process to analyze digital transformation policies, constructing practical-level evaluation indicators. The study identifies an evaluation system with 11 primary and 30 secondary indicators, focusing on traditional aspects like economy, society, and ecology, and new areas like digital infrastructure, talent, and early warning systems. It highlights governance mechanisms’ role in resilience, such as smart grid management and data security. This research integrates digital indicators into resilience assessment, offering a novel approach for digital-era community planning and management.
