Due to its religious significance to Muslims, Karbala is regarded as one of the major religious cities and attracts tourists from all over the world. In the past two decades, the population density of this city has increased significantly. This study aimed to determine the areas served by fire stations and immediate aid centres in Karbala (based on US and Iraqi specifications). The study methodology included building an urban road network in Karbala using a geographic information system and feeding it with the necessary data to create a specific service area application. The data included the travel time for each street, the length of the street, and the name of the streets. Moreover, the locations of fire stations and immediate aid centres in Karbala were determined and included in the system. The main factor in determining the service area application was the travel time on the streets, determined based on the floating car method. Travel times were calculated in terms of three time periods: morning peak, evening peak, and off-peak periods. The service area application was built using the Dijkstra algorithm, consequently providing the required outputs. The following conclusions were made: the fire stations, according to the US specifications, did not cover the entire study area, whereas they did so according to the Iraqi specifications; based on durations of 3 and 5 minutes, the immediate aid centres did not cover the entire study area, although they did cover it regarding 10-minute durations; the served areas differed according to peak time. Certain areas of the city were not taken into consideration as they lacked fire stations and immediate ambulances.
