Solid waste is a growing global challenge, and inadequate management poses significant risks to both the environment and human health. Sustainable solid waste management plays a crucial role in achieving several United Nations’ Sustainable Development Goals (SDGs), such as clean water and sanitation (SDG6), sustainable cities and communities (SDG11), climate action (SDG13), life on land (SDG15), and responsible consumption and production (SDG12). By fostering a circular urban economy, it promotes the reduction of finite resource consumption, encourages materials reuse and recycling, and contributes to waste elimination, pollution reduction, and cost savings. In developing countries, rapid urbanization, along with financial and institutional constraints faced by municipalities, makes solid waste management a significant challenge for city authorities. According to the Central Pollution Control Board (CPCB) annual report for 2020–2021, only 50% of the total waste generated in India is treated, while approximately 30% remains unaccounted for mostly coming from unplanned settlements. Inadequate solid waste management often leads to contamination of water resources at both a surface and underground level impacting the entire hydrology. This chapter explores a bottom-up approach aimed at institutionalizing Joint Accountability Mechanisms (JAM) to improve solid waste management in a vulnerable community in Delhi. JAM offers significant potential for successful community engagement and the long-term effectiveness of water, sanitation, and hygiene (WASH) programmes. The chapter elaborates on the experiences of implementing the JAM in Bakkarwala resettlement colony which focused on a people-centred approach, integrating technical and governance aspects. Focusing on local institutional coherence, user inclusivity, and the empowerment of vulnerable communities—by ensuring their representation and voice in local and city-level decision-making processes—helped bring about positive waste management outcomes.
