This chapter examines the legislation and policy framework guiding urban water governance in postcolonial Zimbabwe. The analysis is enabled by a desktop review of key policies and acts of parliament that regulate and guide the governance of the urban water system in Zimbabwe. The ideologies informing the respective legislation and policies are examined to understand the motivation and expected outcomes, focusing on citizens’ rights to adequate water and what it means. The chapter is framed in the context of distributive justice and articulates how the policies and legislation relate to human needs and social justice. The findings from the analysis show that the policies address multiple issues related to water governance in urban areas, including poor implementation of good policies, lack of transparency and accountability associated with water governance, and politicization of water governance, much to the detriment of effective water distribution. The continued neglect of the water sector greatly compromises water delivery and shows the distributional inequalities and injustices imposed on people living in poverty who fail to access quality and potable water.
