It is in the short Capodistrian period that the foundations of Greek town planning are laid. This is the subject of Chap. 4 , the purpose of which is to describe the settlement policy of Governor Capodistria, the town plans of the period, and the profile of the planners, Greek or not. The author’s narrative is placed in the context of the international environment and of internal divisions which mirror foreign-country antagonisms to control the character of the new state. It is significant that Greek political factions are labelled English, French and Russian. Planning affairs, as in all chapters, are discussed in the context of the international environment, domestic divisions, and local claims, regarding, e.g., the fate of the national lands and settlement creation. The chapter ends with the anomalous period after the assassination of Capodistria by disgruntled local chieftains. Shortly afterwards begins the rule of the Bavarians, following the agreement of the Great Powers to select Prince Otto as the future king of GreeceOtto, King of Greece.
