The digitization of public administration in Germany is facing major challenges. Despite the Online Access Act (OZG), only about a third of municipalities offer digital administrative services so far (BCG in https://www.bcg.com/publications/2023/germany-digital-government-citizen-survey , 2023). Driving digital transformation requires a holistic approach that goes beyond simply delivering online services. A comprehensive framework for the digital town hall must take various aspects into account.
