TQM in HRD: Developing a Framework for Better Teacher Training Programs in the Sultanate of Oman

Total quality management (TQM) and its application in the education and higher education field has been a vehicle for change in the processes adopted for educational material delivery. However, there have been many observations concerning mismatch between the objectives and desired outcomes of teacher training programs in the K-12 education system and those prescribed in TQM standards. This current study is an exploratory study with focus on TQM methods, factors and techniques pertinent to training teachers in public schools in Oman. Based on a review of the extant literature, the desired product of this study is to develop a framework which has application potential of creating a sustainable quality system based on teachers’ training to bridge the gap in practices of TQM within the K-12 system and those applied in teacher training in Oman. This study enhances the application of TQM in a teacher training field in Omani schools to take advantage of TQM principles in HRD in the education system.
