Micro, Small and Medium Enterprises (MSMEs) play a significant role in the Indonesian economy, especially in job creation and improving welfare, contributing around 61% to national GDP and absorbing more than 97% of the workforce. The increase in MSME exports has occurred in various countries to fill the market gap due to the global lockdown caused by COVID-19, but in Indonesia this has not happened, the export figure continues to stagnate at 15%. The government continues to encourage MSME empowerment through the Rumah BUMN program initiated by the Ministry of SOEs since 2016. By the end of 2023, 231 Rumah BUMN units have been established throughout Indonesia. However, the impact on MSME export performance is still limited, indicating the need to optimize the role of Rumah BUMN in encouraging MSME exports. The object of the study is Rumah BUMN Bandung, which fosters 9,354 MSMEs and has organized 1,148 trainings. However, only 200 MSMEs or 2% have succeeded in reaching the export market. This study uses a structural equation model (SEM). The findings of this study indicate that the export capabilities of MSMEs at Rumah BUMN Bandung are generally at a good level, especially in the aspect of information technology. The Rumah BUMN Program is effective in increasing the strategic capabilities of MSMEs, but has not succeeded in improving financial performance.
