In planning for the war against the Schmalkaldic League, Charles V[aut]Charles V had to rely mainly on the own resources of SpainSpain (Carande 1955, 1–22; Tracy 2010, 91–108), the NetherlandsNetherlands, MilanMilan (Copola 1994, 209–254) and NaplesNaples (Kellenbenz 1982, 35–54), and a small number of GermanGermany principalities (including some Lutheran ones) or Catholic ecclesiastical estates supporting the Habsburg[aut]Habsburg side. However, money was just one issue: another was the human resources necessary for mobilisation of the army, and there was a desperate lack of these resources in Central Europe at the time as a result of the numerous wars on the FrenchFrance front and the wars with the Ottoman EmpireOttoman Empire in the preceding decades.
