The development of the education sector carried out by districts in Riau Province has brought progress in its field. The achievement of the Human Development Index as a reflection of the success of human resource development in 10 districts and cities is at a high level. Development in the field of Education as reflected by the expected length of schooling and the average length of schooling is also relatively good, although only Pekanbaru and Dumai cities have an average length of schooling reaching grades 12 and 11 in 2023. The achievement of human resource development and the Education sector cannot be separated from the role of the community in allocating education costs in the form of household expenditures. From the results of calculations using the Williamson Index, it turns out that the inequality of education spending in Riau Province is still relatively high, 0.713. Meanwhile, inequality between regions using the Theil Index varies from the lowest 0.019 in Pekanbaru to 0.549 in Kampar. Furthermore, by using the Modified Klassen Typology, it is known that there are 6 (six) districts that have the potential to be underdeveloped areas because they are in quadrant IV where per capita income and expenditure/concern for education are below the regional average.
