While government bodies and international organisations are powerful drivers for change, they can often be slow to mobilise. On the other hand, grassroots activism and community programmes, while contextually relevant, can often be relatively localised. NGOs operate with flexibility and agility in a space that overlaps multiple levels, from the policy sphere to the community or school. Such a position, in the context of the complexity and dynamism of education systems, offers these organisations an unparalleled opportunity to work with and connect stakeholders from across the education sector, and beyond. In this chapter, Dr Imran Khan discusses the role of NGOs in the promotion of inclusive education. Khan draws from a wealth of experience from his work as director of programme strategy and development at Sightsavers, an international NGO that is engaged in the promotion of inclusive and equitable education across sub-Saharan Africa and Asia. Khan describes how Sightsavers works at three levels (institutional, organisational, and local) with a goal of bringing about sustainable and transformative change within education systems. Khan outlines several important strategies that NGOs can employ that, in his experience, can have a lasting impact. These include supporting governments to implement global best practices; the generation of useful data and evidence; the promotion of cross-sector collaboration with ministries of health, finance, and social development to enhance access to education; the strengthening of partnerships between government officials and communities; the building of advocacy capacity in local organisations; and the proactive support of parents and families.
