As the world advances in digital and technological innovations, followed by the progression to modern liberal democracy, threat perceptions—both from state and non-state actors—have exponentially risen. The chances that terrorists will “weaponize” technology by acquiring advanced AI and nanotechnology are getting “real.” In this context, we, in this chapter, explore some perspectives on fortifying cyber intelligence that are pertinent to enhancing national security. This study adopts an analytical-descriptive method to examine the potential gap between ‘cyber threat’ and ‘cyber security’ and explores how the countries can devise a broader tech policy considering the global need, beginning with the notion of multinational tech cooperation. This chapter also explores emerging patterns and trends in foreign policy and accentuates multilateral tech and cyber diplomacy in conceiving a broad-spectrum security architecture.
