Strategies of Networks and Partnerships for Sustainable Development in the Municipalities of Southern Santa Catarina

The study analyzes the process of sustainable development in the southern region of Santa Catarina based on the strategy of forming and consolidating inter-business networks and institutional partnerships. Using a qualitative approach, in-depth interviews were conducted with 22 actors (businesses, business support entities, public and educational managers), supplemented by documentary research and direct field observation. Data collection utilized instruments including in-depth interviews, documentary research, and field notes. The data were analyzed using NVivo software and field notes analysis. The results highlighted the willingness and effort in establishing partnerships among businesses, business support institutions, government entities, and educational institutions. An evolution in associativism strategies and inter-business networks was observed, though significant progress is still needed. Environments conducive to the formation of business clusters, especially in the agribusiness sector, were identified. In the educational area, significant initiatives for partnerships with the productive and governmental sectors, particularly at the municipal level, were evident. Finally, the study identified a growing concern with sustainable development, including the use of clean technologies and the inclusion of less advantaged families in municipal policies, as well as concern with climate change and the use of strategies aligned with the Sustainable Development Goals (SDGs).
