This chapter focuses on the recruitment and appointment processes of ministers and presidential advisors in three Latin American presidential democracies: Argentina, Chile, and Peru. We examine the organization of the Center of Government (CoG) within the context of political shifts. These three cases exhibit varying levels of party system institutionalization, a key factor in understanding how agents are recruited and appointed to design the CoG. Using data from 25 presidents and 413 CoG members, we conducted a comparative descriptive analysis of cabinet and presidential advisor appointments. We argue that strong and weak party systems exert different effects on the organization of the CoG.
