Advancing Infrastructure Management on a Territorial Scale: A Comprehensive Framework for Real-Time Monitoring of a Large Bridge Inventory

The rise in bridge collapses has led governments to implement new maintenance regulations, emphasizing structured management of bridge networks through comprehensive inventories, regular inspections, and long-term monitoring. In response, Italy's Ministry of Infrastructure introduced guidelines in 2020, proposing a five-level analysis framework for inventory management, inspections, and continuous monitoring, while also highlighting a multi-hazard approach to address risks like landslides and hydraulic threats. To manage large bridge networks, advanced technologies like Structural Health Monitoring (SHM), specifically vibration-based Operational Modal Analysis (OMA), are essential but face challenges in data management and computational resources. Italy's largest infrastructure authority, Anas S.p.A., has launched a groundbreaking monitoring campaign, integrating inventory, dynamic monitoring, and data analysis across hundreds of bridges. This campaign enables early detection of potential issues, supporting proactive maintenance and extending infrastructure lifespan.
