This chapter begins with an analysis of how different criminal actors are defined. For instance, is MS-13 a drug cartel or a gang? It maintains that mainly politicians use the terms cartel and gangs interchangeably but the nuances of the differences among criminal actors are often missed. The chapter discusses the kingpin strategy as well as the role of the military in the war on drugs. Finally, the chapter provides an overview of the book.
