There is no European history of welfare for people with disabilities. At least for most of the twentieth century, we encounter relatively unconnected national welfare histories. While disability is a global phenomenon, care for disabled people was and mostly is negotiated on national levels. Influences and agencies of disabled actors can therefore mainly be assessed within national, often regional but only very rarely continental frameworks. However, we argue that the countless facets of twentieth-century European care for people with disabilites can be synthesized into one relatively coherent periodization.
