Child Sexual Exploitation Material: Motivations for Use and Implications for Deterrence, Treatment, and Prevention

This chapter will examine the definition and nature of child sexual exploitation materials (CSEM), pathways to and motivations for accessing CSEM, the interface between CSEM, live streaming of child sexual abuse, contact sex offending and other forms of child sexual abuse and exploitation. It will offer an international perspective that draws from the work of governmental and charitable child protection organisations, treatment providers and law enforcement, including the work of Interpol and Europol. It will consider approaches to risk assessment and management, treatment approaches for those convicted of, or acknowledging of CSEM-related offences, and latest developments on desistance, deterrence and prevention. In various places in this chapter, the term ‘child pornography’ is used (where it is embedded in previous work and / or legal uses of the term), which is now more appropriately termed CSEM.
