Akıncı and Anastasiades Era I: Until the End of the Crans-Montana Summit (26 April 2015–7 July 2017)

In April 2015, Mustafa Akıncı was elected President of the TRNC. He promptly stated that he was prepared to start negotiations. At the meeting, in May, the two leaders discussed CBMs and agreed on opening more border crossing points, starting from Lefke-Aplıç and Derinya/Derineia; interconnectivity between the electricity grids and arrangements to enable mobile telephone interoperability. Discussion of content issues followed. On 11 February 2016, the disclosures of Anastasiades that the “RoC” would evolve into a bi-zonal, bi-communal federation; it would have single sovereignty and nationality; no rotating presidency; a fixed population ratio of 4:1 in favour of Greeks; no guarantees and guarantor troops raised alarm in TC society, resulting in loss of confidence in Akıncı. The meetings in Mont Pelerin in November 2016 and in Geneva in January 2017 yielded no progress and resulted in further loss of confidence in Akıncı because he presented a territorial adjustment map without getting anything in return. The Crans-Montana Summit, labelled “last chance for federal settlement”, started on 28 June 2017, with the Guarantor Power’s participation. Regrettably no progress was again possible because of the Greek sides’ single “zero troops and zero guarantees” agenda. On 30 June, the UNSG submitted a six-point non-paper framework that he believed could help solve outstanding problems as a package.
