Chapter 2 examines the motivations and forms of participation in the digital transition of key stakeholders (energy suppliers, consumers, technology developers, researchers, national and regional regulators, and institutions responsible for coordinating modernization efforts to meet the needs of all parties). It identifies and comments on five main sets of challenges that are critical to the success of the digital transition. The specific contributions of the various stakeholders to the implementation of smart grid technologies are briefly discussed.
