Development of the Approach to Planning Solution Selecting for Destroyed and Damaged Areas

The article examines an integrated indicator for selecting a planning solution for the restoration of urban structures after military actions. The proposed formula allows for the consideration of economic, social, urban planning, environmental indicators, and the current state of affairs post-conflict. This approach ensures a comprehensive evaluation of planning decisions, taking into account the interests of the community, authorities, construction companies, and the state of infrastructure. The principle of flexibility and adaptability of the formula allows it to adjust to the changing conditions and needs that arise in the post-conflict period. Applying this methodology during the development of master plans and detailed area plans will contribute to the creation of sustainable, safe, and comfortable living conditions for residents. Given the variable nature of war and the increasing destruction, the indicators may change, but the principle of maximizing the consideration of all stakeholders’ interests will remain key. This research is just the beginning, and the application of the formula to a real city area is planned for obtaining accurate figures in the future. Thus, the proposed approach will contribute to the successful restoration and development of urban structures, ensuring a balance of economic, social, environmental, and urban planning aspects.
