As cyber threats rise against Small and Medium Enterprises (SMEs) they find themselves unable to afford specialized Security Operations Centers (SOCs). The study introduces a conceptual framework for a collaborative SOC model which empowers SMEs to fulfill regulatory requirements such as the NIS2 Directive and simultaneously reduce cyber risks and optimize security expenditures. The proposed framework consists of a multi-tenant architecture centralized for continuous threat detection and incident response which supports regulatory requirements and addresses data privacy and scalability issues. The model enables enterprises to access advanced cybersecurity functionalities through shared resources and collaborative efforts. While this work remains conceptual, it lays the theoretical groundwork for future empirical validation through real-world pilot testing. The research examines the theoretical framework of shared SOC models and highlights their benefits while preparing for upcoming implementation and evaluation processes.
